The first involved the conversion of Ontario technological institutes and teachers' colleges into "composite junior colleges," from which students would transfer with advanced credit to universities, as was the case with the Ryerson Polytechnical Institute.

It was seen as an entity subservient to no other institution. It was not to be an extension of the public school, nor a mini-university. 36 ONTARIO The conceptual roots of the Ontario public college system were beginning to form as early as 1950, with the release of the report of the Royal Commission on Education in Ontario. Reacting to the perceived needs for more employment training and expanded opportunity for technical education, the report recommended the establishment of "Junior Colleges" to be operated by local education authorities.
