Historical overview The concept of EIA follow-up is not new and there have been attempts to engage in follow-up of EIA activities for almost as long as the process has been in operation. An early attempt to bring EIA practitioners together to discuss EIA follow-up techniques and outcomes took place in Canada in 1985 (Sadler, 1987a, b). There have been numerous EIA follow-up studies since then, many of which are discussed in subsequent chapters.

1) correspond well with Etzioni’s (1967, p217) description of rational planning as the process whereby: ‘an actor becomes aware of a problem, posits a goal, carefully weighs alternative means, and chooses among them according to his estimates of their respective merit, with reference to the state of affairs he prefers’. In practice, planning and decision-making is much more complex than this rather simplistic, linear account of rational planning. The ‘classical’ rationalcomprehensive approach has been criticized on at least four major grounds (Faludi, 1973; Breheny and Hooper, 1985), which are briefly summarized in turn.
