For example, several officials noted that a reduction in program payments would have had a more pronounced effect in reducing crop conversions 2 years ago, before the prospect of increased demand for ethanol contributed to higher corn prices. INCENTIVES TO CONVERT GRASSLAND MAY WORK AT CROSS PURPOSES WITH USDA CONSERVATION PROGRAMS The incentives provided by farm program payments appear to be inconsistent with USDA conservation programs, such as the Wetlands Reserve Program,[22] the Grassland Reserve Program,[23] and CRP.
